Russian Federation to Estonia visa requirements

No. A Russian ordinary passport holder cannot enter Estonia for tourism. Estonia is in the Schengen Area and Russians always need a Schengen visa, but Estonia has suspended issuing tourist/visitor visas to Russian citizens and also refuses entry to Russians holding Schengen visas issued by other countries. Estonia is a Schengen Area member, so Russian citizens are a visa-required nationality and have never been eligible for visa-free travel. Beyond the standard requirement, Estonia has imposed a hard restriction since 2022: it does not accept short-stay (Type C) tourist/visitor Schengen visa applications from Russian nationals, and since 19 September 2022 it bars Russian citizens from entering Estonia across an external Schengen border on ANY short-stay Schengen visa (whether issued by Estonia or another Schengen state) when the purpose is tourism, business, sport, or culture. Narrow exceptions remain (close family of Estonian residents/citizens, diplomats, international transport crew, EU free-movement family members, and humanitarian cases). Estonia does not recognise non-biometric Russian passports. ETIAS (launching late 2026) does NOT apply to Russians because ETIAS is only for visa-exempt nationalities. The European Commission further tightened multiple-entry visa rules for Russians in November 2025. Practical conclusion for a pure tourist visit: not possible at present; default verdict is visa-required with an effective tourist-visa suspension.
