Russian Federation to Cyprus visa requirements

Russian ordinary passport holders need a visa to visit Cyprus for tourism. Cyprus issues its own national Category C short-stay visa (valid for Cyprus only, not Schengen). There is no visa-free, visa-on-arrival, or eVisa channel; ETIAS does not apply because Russia is a visa-required nationality. Cyprus is an EU member but is NOT yet part of the Schengen area, so it issues its own national "Category C" short-stay visa rather than a Schengen visa. Russian citizens are a visa-required nationality and must obtain this visa before travel from a Cypriot embassy or consulate (or its visa centre) in their country of residence. Since 11 December 2024, Cyprus has significantly tightened the procedure for Russian applicants: processing now takes up to 15 working days (previously a few days), and applicants must submit detailed financial evidence (bank statements, salary/payslips, pension or social-fund statements, sponsorship letters). The simplified online "pro-visa" that Cyprus once issued to Russian tourists has been discontinued following the suspension of direct flights. A separate route exists for holders of a valid Schengen visa, who may enter Cyprus visa-free for up to 90 days in any 180-day period — but following the European Commission decision of 7 November 2025, Russian nationals are now generally issued only single-entry Schengen visas, so this is no longer a reliable channel for most Russian travelers. ETIAS (launching late 2026) does not apply to Russian passport holders because Russia is a visa-required country. Because no confirmable visa-free, VoA, or eVisa channel exists for an ordinary Russian passport, the correct verdict is visa-required.
