Russian Federation to Belarus visa requirements

Russian citizens do NOT need a visa to travel to Belarus. Under the Russia-Belarus Union State, the two countries share a common travel space with full freedom of movement for their citizens. A Russian ordinary passport holder may enter Belarus visa-free, may use either an internal Russian passport or an international passport, faces no routine document-stamping border control on the land border, and may stay without registration for up to 90 days. Russia and Belarus form the Union State (Союзное государство), established by the 1999 treaty and earlier bilateral agreements on freedom of movement. Citizens of both countries enjoy unrestricted visa-free travel, residence and employment rights across the common space, on essentially equal footing with nationals. A Russian ordinary passport holder traveling to Belarus for tourism or a short visit needs no visa and no migration card. Russian citizens may cross using the domestic (internal) Russian passport, which is recognized in Belarus, or an international passport. The Russia-Belarus land border has no permanent passport-control checkpoints for citizens of the two states. Russian citizens may remain in Belarus up to 90 days within a calendar year without registration; longer stays require registration with the migration authorities. Note: the separate Russia-Belarus agreement on mutual recognition of visas (in force 11 January 2025) concerns THIRD-country nationals holding a visa of either state and does not change the long-standing visa-free regime for Russian and Belarusian citizens themselves. The Belarus 30-day visa-free program for ~30 European and other nationalities (extended through 31 December 2026) is also a separate scheme and is irrelevant to Russian passport holders, who already enjoy unlimited visa-free access. Belarus is NOT in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply.
