Russian Federation to Azerbaijan visa requirements

Russian ordinary passport holders can enter Azerbaijan visa-free for tourism, but since early 2025 the total visa-free stay is capped at 90 days within a single calendar year (not 90 days per visit). A Russia (RU) ordinary passport holder does NOT need a visa for a short tourist visit to Azerbaijan. Azerbaijan is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. Entry is granted on arrival on the basis of a valid Russian international (foreign-travel) passport. The critical 2024-2026 change: effective early 2025, Azerbaijan introduced a reciprocal restriction (mirroring Russia's January 1, 2025 measure on CIS nationals) under which Russian nationals entering visa-free for any purpose — tourism, business or work — may stay a cumulative maximum of 90 days within a single calendar year. Previously, Russians could re-enter repeatedly and reset a fresh 90-day allowance on each visit; that unlimited re-entry reset is no longer available. For a normal short tourist trip this remains comfortably visa-free. Separately, any foreigner (including Russians) staying more than 15 days must register at their place of stay with the State Migration Service within 15 days of arrival; registration is free and is normally handled by the hotel for tourists. Travelers who need more than the 90-day annual allowance, or who want a longer single stay, can apply for an e-Visa through the ASAN Visa portal. Passport should be valid for the duration of stay (best practice: 3+ months beyond planned departure).
