Philippine ordinary passport holders need a visa for Ukraine, but they are eligible for Ukraine's electronic visa (eVisa). You apply online before travel for a short-stay tourist eVisa (single or double entry, up to 30 days). Critically, Ukraine is at war under martial law: its airspace is closed, so you can only enter overland from a neighbouring EU/Moldova border, and the US, UK, Canada and Australia all advise against travel. A Philippines passport holder cannot enter Ukraine visa-free and there is no visa on arrival. However, since the Philippines was added to Ukraine's eVisa programme (announced by the Ukrainian MFA), Filipino tourists can apply online for a short-stay (Type C) electronic visa via the official portal evisa.mfa.gov.ua instead of visiting an embassy. The eVisa is issued for tourism as single entry (max 30 days) or double entry, requires travel medical insurance of at least EUR 30,000, proof of accommodation, onward travel and sufficient funds, and a passport valid at least 6 months beyond the stay. The official MFA standard processing target is up to 9 working days. Ukraine is NOT in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. The decisive practical issue is the ongoing war: martial law is in force nationwide, Ukrainian commercial airspace is closed (no flights operate), so all foreign visitors must enter by land/rail from Poland, Slovakia, Hungary, Romania or Moldova. The US (Level 4 Do Not Travel), UK, Canada and Australia advise against travel due to missile and drone strikes. The eVisa is legally valid for tourism, but for safety reasons leisure travel is strongly discouraged at this time.
