Philippines to Turkmenistan visa requirements

Philippine ordinary passport holders need a visa to enter Turkmenistan for tourism. There is no visa-free entry, and an ordinary-passport visa-on-arrival is not available without prior arrangement. You must first obtain a Letter of Invitation (LOI) through a licensed Turkmen travel agency, which is approved by the State Migration Service; the visa is then issued by a Turkmen embassy/consulate or, with an approved LOI, on arrival at Ashgabat airport. An eVisa system was decreed in April 2025 but is not yet operational as of mid-2026. As of June 2026, a Philippines (PH) ordinary passport holder traveling to Turkmenistan (TM) for tourism requires a visa obtained in advance. Turkmenistan has one of the world's most restrictive visa regimes: only UN laissez-passer holders are visa-exempt, and ordinary tourists of all nationalities (including Filipinos) must secure a Letter of Invitation (LOI) issued by a licensed Turkmen travel agency and approved by the State Migration Service before a tourist visa can be granted. With an approved LOI you can either collect the visa at a Turkmen embassy/consulate or pick it up on arrival at Ashgabat International Airport. Because there is no Turkmen embassy in Manila, most Filipino applicants work through a tour operator who arranges the LOI and a visa-on-arrival authorization. Travelers must also pass a mandatory airport health/COVID test on arrival, pay an arrival registration/migration fee, and register with the State Migration Service within three working days. President Serdar Berdimuhamedow signed a decree in April 2025 to introduce electronic visas and remove the invitation-letter requirement, but the eVisa portal is not live as of mid-2026, so the LOI route remains the only practical option. Independent, agency-free tourism is effectively impossible. Plan 3-6 weeks ahead: LOI processing alone is typically 10-15 working days (express 3-7). Conservatively, the verdict is visa-required.
