Philippines to Montenegro visa requirements

Philippine ordinary passport holders need a visa to enter Montenegro for tourism. Montenegro is not in the Schengen Area, but it grants a visa exemption (up to 30 days) to travelers who already hold a valid Schengen, US, UK or Irish visa or residence permit. As of 2026, a Philippines (PH) ordinary passport holder is visa-required to enter Montenegro (ME) for a short tourist stay. This is confirmed by Montenegro's official government portal (gov.me), which states "Nationals of Philippines are required to obtain a visa to enter Montenegro." There is no eVisa, visa-on-arrival, or ETA for Montenegro — the application must be lodged in person at a Montenegrin diplomatic mission (the short-stay Type C visa). Because Montenegro has no embassy in the Philippines, applications are typically routed through a Montenegrin mission abroad (e.g., the post handling the Philippines, or a neighbouring embassy such as Serbia/Bulgaria/Croatia). The Type C short-stay visa allows up to 90 days within a 180-day period and costs roughly EUR 35. Importantly, Montenegro is NOT a Schengen member, so the Schengen 90/180 rule and ETIAS do not apply to entering Montenegro itself. However, Montenegro offers a significant shortcut: holders of a valid Schengen visa, or a valid US, UK or Irish visa or residence permit, may enter Montenegro WITHOUT a Montenegrin visa for up to 30 days (limited to the validity of that document). Many Filipino travelers therefore enter visa-free on the strength of a multiple-entry Schengen or US visa they already hold. Travelers without such a document must obtain the Montenegrin short-stay visa in advance.
