A Philippine ordinary passport holder needs a visa for Libya. The practical route is the Libyan tourist eVisa (launched 21 March 2024 at evisa.gov.ly), but it cannot be obtained independently: you must first secure a Letter of Invitation (LOI) and sponsorship from a licensed Libyan tour operator. Independent tourism is generally not permitted. The Philippines is not on Libya's visa-exempt list (only Algeria and Tunisia have limited visa-free access), so PH ordinary passport holders require a visa for any short tourist visit. Since 21 March 2024 Libya operates an electronic visa system at evisa.gov.ly. The tourist eVisa is single-entry, valid for 90 days from issue, and permits a stay of up to 30 days, for a fee of about USD 63. Critically, the eVisa is not a free, independent application: applicants must hold a Letter of Invitation (LOI) issued by a licensed Libyan tour operator or an approved local sponsor, and independent (unaccompanied) tourism is generally not allowed. In practice this means booking a private or group tour with a fixed itinerary, typically at least 30 days before arrival, and the operator submits or supports the eVisa application. Travelers should also be aware of strict entry bans: entry is refused to holders of any Israeli visa or evidence of having visited Israel, and proof of roughly USD 1,000 in funds may be required. Note that Libya carries a "Do Not Travel" advisory from several governments due to security conditions, and consular assistance for Filipinos is extremely limited; DFA pre-departure clearance/registration is strongly advised.
