Yes. Philippine ordinary passport holders need a visa to enter Cyprus for tourism. You must apply for a Cyprus short-stay (Category C) visa in advance at a Cyprus diplomatic mission or accredited visa centre before you travel. Cyprus is an EU member but is NOT yet part of the Schengen Area, so the visa it issues is a national visa valid only for Cyprus, not for the wider Schengen zone. Filipino citizens cannot enter Cyprus visa-free.
