Netherlands to Puerto Rico visa requirements

No visa is needed. Puerto Rico is a U.S. territory, so U.S. entry rules apply. As a Netherlands (a Visa Waiver Program country) ordinary e-passport holder, you travel under the Visa Waiver Program with an approved ESTA for tourist stays of up to 90 days. Puerto Rico is an unincorporated territory of the United States, and the U.S. Visa Waiver Program (VWP) explicitly covers Puerto Rico under the term "United States." The Netherlands is a long-standing VWP participant, so Dutch ordinary passport holders do not need a B-2 visitor visa for short tourist trips of 90 days or less. Instead, they must obtain an approved Electronic System for Travel Authorization (ESTA) before boarding a U.S.-bound flight or vessel. To use the VWP you must hold an electronic (biometric) passport valid for the full duration of your stay (and, as a practical safeguard, ideally six months beyond departure). ESTA is applied for online, costs USD 40.27 (effective from September 2025, with a minor inflation adjustment effective January 1, 2026), and is normally valid for two years or until the passport expires, whichever comes first, for multiple entries. CBP recommends applying at least 72 hours before travel. Note: even with an approved ESTA, final admission and the length of stay are determined by the CBP officer at the port of entry. Schengen / ETIAS rules do not apply to Puerto Rico, which is not in Europe or the Schengen area.
