Dutch passport holders need a visa to enter Liberia. Because Liberia maintains an embassy accredited to the Netherlands (the Benelux mission in Brussels), Dutch citizens must apply for a tourist visa in advance at that embassy and are not eligible for Liberia's electronic visa-on-arrival, which is reserved for travelers from countries with no Liberian diplomatic mission. Liberia is not part of any visa-waiver arrangement with the Netherlands or the EU, and Dutch nationals are not on Liberia's visa-exempt list (which is limited to ECOWAS states plus a few neighbours). A Netherlands ordinary passport holder therefore requires a visa for any tourist visit. In March 2025 Liberia launched an electronic visa-on-arrival (e-VOA) system through the Liberia Immigration Service, but its rules explicitly state that nationals of countries where a Liberian embassy or consulate exists must apply at that mission instead of using the online portal. The Netherlands falls under the Liberian Embassy in Brussels (the Benelux mission), so Dutch travelers should obtain a sticker visa in advance there. A single-entry tourist visa valid for three months costs EUR 100 with standard processing of about seven working days (same-day express available for an extra EUR 50). Applicants must submit a passport valid at least six months, a photo, a completed form, proof of accommodation or a tour-company letter, and, critically, a valid International Certificate of Vaccination against yellow fever, which is mandatory for entry. There is no Schengen/ETIAS dimension here: Liberia is in West Africa, not the Schengen area.
