Yes. A valid Dutch national identity card is accepted for travel to Belgium; you do not need a passport. The document only needs to be valid on the day you travel.

Q: What if I want to stay in Belgium longer than three months?

You retain full free-movement rights. You simply report to the local commune (town hall) to obtain an EU citizen registration certificate — an administrative step, not a visa.

The Netherlands and Belgium are both members of the European Union and the Schengen Area, so Dutch nationals enjoy full EU free-movement rights. A Netherlands ordinary passport holder needs no visa, no prior authorisation, and no ETIAS to enter Belgium. You may travel using either a valid Dutch passport or a valid Dutch national identity card; the document only needs to be valid on the day of travel. Because both countries are inside the Schengen Area, there are normally no systematic border checks at the NL-BE internal frontier, though Belgian police may carry out random identity checks at airports, ports, stations and border areas, so you must always carry a valid travel document.
