Malaysia to Israel visa requirements

A Malaysian ordinary passport holder needs a visa to enter Israel for tourism. Malaysia is NOT on Israel's visa-exempt list, so the ETA-IL does not apply; a B/2 visitor visa must be obtained in advance. Crucially, there is no Israeli embassy in Malaysia and the Malaysian government restricts its citizens from travelling to Israel (officially only approved pilgrims), so a separate Malaysian Ministry of Home Affairs (MOHA) approval is also required. Israel and Malaysia have no diplomatic relations, which makes this one of the most restricted routes for a Malaysian traveller. Two separate clearances are needed. First, from the Malaysian side: Malaysian passports are inscribed "valid for all countries except Israel," and citizens must obtain prior written permission from the Ministry of Home Affairs (MOHA) Security Division — in practice granted mainly to approved Christian/Muslim pilgrimage groups, applied for within 60 days before travel, followed by a single-journey passport endorsement by Immigration. Travelling without this approval is technically illegal under Malaysian law. Second, from the Israeli side: Malaysia is NOT a visa-exempt nationality, so the ETA-IL electronic authorization (which covers ~96 visa-waiver countries) does not apply. Malaysians need a B/2 visitor visa obtained before travel. Because there is no Israeli mission in Malaysia, applications are handled through an Israeli embassy abroad (commonly the Embassy of Israel in Singapore), and individual tourist visas are difficult to secure — entry is typically arranged through an approved group tour operator. The B/2 visa carries a government fee of about EUR 21 / NIS 100, is valid up to three months from issue, and the duration of stay (up to 90 days) is set by Israeli border police on arrival. Israel does not stamp passports; entry/exit is recorded on a separate slip. Given the conflicting and restrictive sources on both sides, this route is firmly "visa-required" and not a straightforward independent tourist trip.
