South Korea to Yemen visa requirements

A South Korean ordinary passport holder cannot travel to Yemen for tourism. Yemen requires a pre-arranged visa for Korean citizens (no visa-free entry and no visa-on-arrival), and just as critically, the South Korean Ministry of Foreign Affairs imposes a Level 4 "travel ban" (여행금지) on all of Yemen, making it illegal for ordinary-passport holders to enter without a special government exemption. Yemen is not in the Schengen area, so Schengen 90/180 and ETIAS rules do not apply. For South Korean ordinary passport holders, Yemen is firmly "visa-required": Koreans are not on Yemen's visa-on-arrival list (limited to 11 mostly Arab/regional states) and there is no visa waiver, so a visa must be obtained from a Yemeni diplomatic mission before travel. Yemen launched an eVisa system on 24 June 2025, but it is restricted to organized tourist groups of at least 10 people booked through an accredited Yemeni travel agency with round-trip tickets, and even an approved eVisa still requires a sticker visa to be collected at a Yemeni embassy or consulate. Independent tourism is effectively not available. Most importantly, the South Korean MOFA enforces a Level 4 Travel Ban on the entire territory of Yemen due to terrorism, armed conflict, and political instability. Under the Korean Passport Act, ordinary citizens are prohibited from entering or staying in Yemen; doing so without prior MOFA "exceptional passport use" approval is a punishable offense (fine and/or imprisonment), and Korean passports are not valid for travel to Yemen. The ban has been repeatedly extended and remains in force as of mid-2026. Travel for tourism is therefore not permitted; only narrowly defined exceptions (e.g., humanitarian, official, or essential business) may be granted by the MOFA Passport Policy Council.
