South Korea to Libya visa requirements

A South Korea ordinary passport holder cannot travel to Libya for tourism. Libya requires a visa (a tourist eVisa exists, ~USD 63), but more decisively, the South Korean government bans its citizens from using their passport to enter Libya under a Level 4 "travel ban" enforced through the Passport Act. Ordinary tourism is effectively prohibited. There is no visa-free or visa-on-arrival channel to Libya for South Korean ordinary passport holders. Libya launched a tourist eVisa on 21 March 2024 (single entry, ~USD 63, 90-day validity, maximum 30-day stay), so from Libya's perspective a visa is mandatory. However, the decisive issue is on the South Korean side: Libya is designated a Level 4 zone under South Korea's Travel Ban (passport-use prohibition) regime, administered by the Ministry of Foreign Affairs under the Passport Act. This ban has been in force since 2014 and is renewed roughly every six months (most recently extended through 31 January 2026 and routinely re-extended thereafter). A South Korean national who travels to Libya on an ordinary passport without prior "exceptional permission for passport use" from the Minister of Foreign Affairs commits a criminal offence punishable by up to one year in prison or a fine of up to KRW 10 million, plus possible passport suspension or cancellation. Exceptional permission is granted only for compelling reasons (humanitarian work, journalism, essential business, official duty) and is not available for tourism. Consular protection is withdrawn for unauthorized travel. Tourist visits are therefore not possible; this guide treats the route as visa-required and legally restricted.
