Japan to North Korea visa requirements

A Japanese ordinary passport holder needs a visa to enter North Korea (DPRK) for tourism. There is no visa-free, eVisa, visa-on-arrival, or ETA channel. Visas are issued as a "tourist card" only through a state-authorized tour operator, and independent travel is not permitted. In practice this route is effectively blocked: Japan and North Korea have no diplomatic relations, Japan's Ministry of Foreign Affairs asks citizens not to travel there, and as of mid-2026 the DPRK remains largely closed to foreign tourists. North Korea requires every ordinary passport holder (except South Koreans, who are handled separately) to obtain a visa before arrival, and Japan is not on any visa-exemption list. Tourism is only possible on a guided tour booked through a North Korean state-registered operator under the State General Bureau of Tourist Guidance; the operator submits the application to the Korea International Travel Company (KITC), and the visa is issued as a separate tourist card rather than a passport sticker/stamp. Independent travel and self-arranged visas are not allowed. Two compounding realities make this route largely theoretical for Japanese travelers in 2026: (1) Japan and the DPRK have no diplomatic relations, Japan maintains independent sanctions (extended in 2025 for two more years), and MOFA formally requests Japanese nationals to refrain from traveling to North Korea; and (2) North Korea has not reopened to general international tourism after its 2020 COVID closure, with only limited Russian-national tourism and tentative Chinese-focused arrangements reported through 2026. Given conflicting reopening signals and the absence of any no-visa channel, the conservative, accurate verdict is visa-required, with strong feasibility caveats.
