Yes, Israeli ordinary passport holders need a visa to visit Australia. Israel is not on Australia's ETA (subclass 601) or eVisitor (subclass 651) eligible-country lists, so Israeli citizens must apply for the Visitor visa (subclass 600), Tourist stream, online via ImmiAccount before travelling. There is no visa-free, visa-on-arrival, or ETA channel for Israeli passport holders going to Australia. Australia's two simplified electronic options - the Electronic Travel Authority (subclass 601) and the eVisitor (subclass 651) - are restricted to specific eligible passports (601 covers countries such as the USA, Canada, Japan, Singapore, South Korea, Hong Kong, Malaysia, Brunei and Taiwan; 651 covers European passports).
