Indonesia to Turkmenistan visa requirements

Indonesian ordinary passport holders need a visa to enter Turkmenistan for tourism. The process is invitation-based: a licensed Turkmen travel agency must obtain a Letter of Invitation (LOI) approved by the State Migration Service before you can get the visa, either at a Turkmen embassy or on arrival at Ashgabat airport. Independent tourism is effectively not permitted, so you must book a tour. An e-visa decree was signed in April 2025 but the system is not yet fully operational as of mid-2026, so plan for the LOI route. There is no visa-free, simple e-visa, or unconditional visa-on-arrival channel for Indonesian citizens visiting Turkmenistan. Citizens of all countries (with narrow exceptions like Uzbekistan under specific agreements) require a visa. For tourism, a Letter of Invitation (LOI) issued by a Turkmenistan-licensed travel agency and approved by the State Migration Service is mandatory. LOI approval typically takes 3-4 weeks. Once approved, the actual visa is issued either at a Turkmen embassy/consulate or, where no embassy is reachable, on arrival at Ashgabat airport or designated land/sea borders (visa-on-arrival is conditional on having an approved LOI). Tourist visas are usually issued for short single stays tied to the booked tour itinerary. A migration/registration fee (about USD 29) is collected on arrival, and travelers staying beyond three working days must register with the State Migration Service. Turkmenistan is not in the Schengen area, so Schengen 90/180 and ETIAS rules do not apply. President Berdimuhamedow signed a decree on 18 April 2025 to introduce electronic visas and remove the invitation-letter requirement, but the e-visa types, issuance method, and validity have not been finalized or rolled out for general tourist use, so the LOI-based process remains the reliable route.
