Yes, an Indonesian ordinary passport holder needs a Schengen visa before travelling to Austria for tourism. Indonesia is on the EU visa-required list, so you must apply at the Austrian Embassy / VFS Global in Indonesia before departure. ETIAS does not apply to you. Indonesia is on the EU's Schengen visa-required (Annex I) list, so an Indonesian ordinary passport holder must obtain a short-stay Schengen visa (Type C) before travelling to Austria for tourism. Apply through VFS Global centres in Jakarta, Bali or Surabaya, with Austria as your main destination (or first point of entry). The visa allows a stay of up to 90 days within any 180-day period across the whole 29-country Schengen area.
