Hong Kong SAR passport holders need a visa for Liberia. The standard channel is an electronic Visa on Arrival (eVOA): apply online with the Liberia Immigration Service before you fly, then collect the visa on landing at Roberts International Airport (ROB) in Monrovia. There is no visa-free entry. Liberia is not a visa-free destination for HK SAR ordinary passport holders. Liberia is in West Africa and has no connection to the Schengen area or ETIAS, so the 90/180 short-stay rule does not apply. For short tourist visits the recommended route is the official electronic Visa on Arrival (eVOA) operated by the Liberia Immigration Service (visaonarrival.lis.gov.lr). Travellers complete an online application and pay the fee, receive an approval letter by email, and the actual visa is issued on arrival only at Roberts International Airport (ROB) in Monrovia. The approval must be used within 3 months of issue, the visa is single entry, and the immigration officer grants a stay of 30 or 90 days depending on the visit. A passport-style e-Visa (evisaliberia.com) is also marketed, but the government VOA portal is the authoritative, lower-cost channel (USD 102.50 vs higher third-party pricing). A passport valid at least 6 months, proof of accommodation, and a return ticket are required. Note: applicants resident in a country that has a Liberian embassy may be directed to apply at the embassy instead; Hong Kong has no resident Liberian embassy, so the online eVOA is the normal path.
