Do France passport holders need a visa to visit RW?

French (ordinary) passport holders can enter Rwanda visa-free for tourism for up to 30 days. As France is a member of La Francophonie, the visa fee is waived and the visa is issued on arrival at Kigali International Airport and all land borders with no prior application required. Rwanda grants French ordinary passport holders a fee-free 30-day single-entry visit visa on arrival because France is a member of the International Organisation of La Francophonie. Under Rwanda's policy, citizens of African Union, Commonwealth and La Francophonie member states receive the entry stamp at no charge for a stay of up to 30 days. No advance application, eVisa, or embassy visit is required for short tourism. Travelers simply present a passport valid at least 6 months beyond arrival with a blank page. Although Rwanda also offers a universal paid visa on arrival (USD 50 single entry) and an eVisa for non-exempt nationalities, French nationals do not pay this fee for the standard 30-day visit. The stay can be extended in-country if needed. Rwanda is not in the Schengen area, so Schengen 90/180 and ETIAS rules do not apply. The verdict is recorded as visa-free since, for a French tourist, entry involves no fee and no pre-travel paperwork; the underlying legal mechanism is a fee-waived visa on arrival.
