Do France passport holders need a visa to visit NC?
No visa is required. As a French overseas collectivity, New Caledonia gives French citizens unlimited visa-free entry for tourism or any other stay. You only need a valid travel document - in practice a valid passport, since flights almost always transit through other countries. New Caledonia (Nouvelle-Caledonie) is a French overseas collectivity (collectivite sui generis), not an independent country and not part of the Schengen area. For a French ordinary passport holder, entry is fully visa-free with no time limit - French nationals can enter and reside indefinitely, including for tourism, work (with a separate work permit) or settlement. There is no Schengen 90/180 rule, no ETIAS and no application of any kind for the stay itself. The only practical requirement is a valid travel document. Although French citizens (and other EU/EFTA nationals) may in principle use a national identity card for direct travel within French territory, in practice a valid passport is strongly recommended and effectively required because flights from metropolitan France to Noumea transit through third countries (commonly Japan, Australia, New Zealand, Singapore, Dubai or Los Angeles) that require a passport for transit. New Caledonia's official guidance asks for a passport issued within the last 10 years, valid at least three months beyond departure, with at least two blank pages. There is no visa fee or processing for French nationals.
