Do Finland passport holders need a visa to visit LU?
No visa. As an EU citizen, a Finnish passport holder enjoys full freedom of movement and can enter Luxembourg with just a valid passport or national ID card, staying indefinitely. Finland and Luxembourg are both EU member states and members of the Schengen Area. Under EU freedom of movement rules (Directive 2004/38/EC), Finnish citizens may travel to, stay, work, study and live in Luxembourg without any visa or entry permit. A valid Finnish passport or national identity card is sufficient. The Schengen 90/180-day short-stay rule applies only to third-country (non-EU) nationals, not to EU citizens, so Finns are not limited to 90 days; for stays over three months they simply complete a residence registration with the local Luxembourg commune. ETIAS, the EU travel authorisation launching for visa-exempt non-EU visitors, does not apply to EU citizens such as Finns. Internal Schengen borders mean there are normally no passport checks, though carriers and police may still ask for ID, so a valid document must be carried at all times.
