Do Finland passport holders need a visa to visit EE?
Finnish ordinary passport holders do NOT need a visa to visit Estonia. As an EU and Schengen member, Finland's citizens enjoy EU freedom of movement and can enter Estonia with just a valid passport or national ID card. No ETIAS is required for EU citizens. Both Finland and Estonia are members of the European Union and the Schengen Area. Under the EU right to free movement of persons, Finnish citizens may travel to, enter, and stay in Estonia without any visa, simply by carrying a valid Finnish passport or national identity card. Because Estonia is inside the Schengen Area, there are normally no systematic border controls when arriving from another Schengen country such as Finland (e.g., Helsinki-Tallinn ferry or flights), though spot identity checks can occur. The Schengen 90/180 short-stay rule applies to non-EU visa-exempt travelers, but it does NOT limit EU citizens: Finns may stay in Estonia indefinitely for tourism, and stays beyond 3 months only require a simple registration of residence with local authorities (not relevant for short tourist visits). ETIAS, the EU travel authorization launching in late 2026 for visa-exempt non-EU nationals, does NOT apply to EU citizens, so Finnish travelers never need ETIAS. The Entry/Exit System (EES), which Estonia began rolling out in October 2025, also does not apply to EU citizens. In short, a Finnish tourist needs nothing more than a valid travel document.
