Do Finland passport holders need a visa to visit CU?

Finnish passport holders need a Cuban e-Visa to visit Cuba for tourism. Since 1 January 2026 the old paper "tourist card" (tarjeta del turista) has been abolished and replaced by a mandatory single-entry electronic visa applied for online before departure. You must also complete the free D'Viajeros declaration within 48-72 hours of arrival and carry proof of travel medical insurance. Cuba is not visa-free for Finland and is not part of the Schengen area, so ETIAS and the Schengen 90/180 rule are irrelevant here. Until mid-2025, Finnish tourists used a paper "green" tourist card. Cuba began rolling out an electronic visa in August 2024, ran a transition period through 31 December 2025 (during which existing paper cards stayed valid), and from 1 January 2026 the e-Visa is the only accepted entry document for tourists. The e-Visa is single entry, permits a stay of up to 90 days (extendable once inside Cuba for a further 90 days), is valid for use within 12 months of issue, and is processed in roughly 72 working hours. Government fees for European applicants are modest (around EUR 22 in much of Europe), though authorized agency channels charge more. Separate from the e-Visa, every traveler must complete the free online D'Viajeros health/customs/immigration declaration (generating a QR code) within 48-72 hours before arrival, and must hold valid travel medical insurance plus a return ticket. The Finnish Ministry for Foreign Affairs currently advises avoiding unnecessary travel to Cuba due to a severe economic crisis (power cuts, shortages of food, medicine and fuel), though it notes the political situation is stable. Finland has no embassy in Cuba; the Finnish Embassy in Mexico City and Swedish representation cover consular matters. Verdict: e-Visa required.
