This is confirmed by both the Government of Montenegro's official visa regulations and the Government of Canada's travel advisory. Montenegro is NOT a member of the Schengen Area, so the EU/Schengen 90/180 rule and the upcoming ETIAS travel authorization do NOT apply to entry into Montenegro (though Montenegro applies its own separate 90/180 calculation). However, Montenegro is an EU candidate country that already aligns parts of its visa policy with the EU. Your passport must be valid for at least three months beyond your planned departure date from Montenegro and should generally have been issued within the previous 10 years. Travelers must also register their presence (declaration of presence): hotels and other commercial accommodations file this automatically on check-in, but those staying in private/non-commercial accommodation must register with the local police within 24 hours of arrival.
