UAE ordinary passport holders need a visa to enter Turkmenistan. UAE MoFA lists Turkmenistan as visa-free only for UAE diplomatic and special passports; UAE official and normal passports are visa-required. Ordinary tourists still need a State Migration Service-approved Letter of Invitation (LOI) before the visa can be issued by a Turkmen mission or collected on arrival where permitted. As of 18 June 2026, UAE ordinary passport holders require a visa for tourism or short visits to Turkmenistan. The earlier entry correctly identified the LOI-based visa process, but overstated the non-ordinary passport exemption. UAE MoFA's current Turkmenistan page lists Diplomatic Visa Free, Special Visa Free, Official Visa Required, and Normal Visa Required, with a maximum permitted stay not exceeding 30 days for eligible UAE nationals. For ordinary passport holders, Turkmenistan's visa process has two steps: first obtain an approval letter / Letter of Invitation (LOI) issued by the State Migration Service of Turkmenistan, usually through the inviting organization or licensed tourism agency; then obtain the visa from a Turkmen diplomatic mission or, with the approved LOI, at a permitted arrival point such as Ashgabat airport. Turkmenistan MFA's consular fee tariff lists visa fees by duration: single-entry visas are USD 20 up to 10 days, USD 30 up to 20 days, USD 40 up to 1 month, plus USD 30 for each subsequent month; multiple-entry visas are USD 60 up to 1 month plus USD 40 for each subsequent month. Agency LOI and local registration costs may be separate.
