Do UAE passport holders need a visa to visit RO?

No visa needed. United Arab Emirates ordinary passport holders can visit Romania visa-free for up to 90 days in any 180-day period for tourism. Romania is now a full Schengen member, so this allowance is shared across the whole Schengen area. United Arab Emirates citizens holding an ordinary (Emirati) passport do not need a visa to enter Romania for tourism or a short visit. The UAE is on the EU visa-exempt list (Annex II of Regulation (EU) 2018/1806) following the EU-UAE visa-waiver agreement, allowing stays of up to 90 days within any rolling 180-day period. Since 1 January 2025, Romania is a full member of the Schengen Area (air and sea borders opened 31 March 2024; land borders 1 January 2025), so days spent in Romania count toward the combined Schengen 90/180 allowance shared with all other Schengen states. Travelers enter on a valid passport with no application required. ETIAS, the EU's pre-travel authorization for visa-exempt nationals, is NOT yet in force as of 31 May 2026; it is expected to launch in the last quarter of 2026 with a transitional grace period running into 2027. Once operational, Emirati travelers will need a low-cost online ETIAS authorization (this remains a travel authorization, not a visa). The separate Entry/Exit System (EES) biometric registration at borders is also being phased in. At the border, travelers should be ready to show proof of onward/return travel, accommodation, and sufficient funds.
