UAE ordinary passport holders need a visa for Libya. Apply online for the Libya eVisa (launched 21 March 2024) via the official portal evisa.gov.ly. In practice you must travel with a registered Libyan tour operator who issues the required Letter of Invitation; independent tourism is not permitted and a tourism-police escort accompanies visitors. A United Arab Emirates ordinary passport is not on Libya's short list of visa-exempt nationalities (per IATA Timatic, only Algeria, Egypt, Tunisia and Turkey enter without a visa for the internationally recognized government's territory). Although a historical Arab League agreement nominally allows visa-free entry for some Arab nationals, this is not honored in practice for tourism and airlines/immigration treat UAE travelers as requiring a visa. The practical route for a short tourist visit is the Libya eVisa, introduced on 21 March 2024 and issued through the government portal at evisa.gov.ly. The tourist eVisa is single entry, valid for 90 days from issue, and permits a stay of up to 30 days. The standard fee is about USD 63. A key condition: tourists cannot apply truly independently — a licensed Libyan tour operator must provide a Letter of Invitation (LOI) and sponsor the application, and visitors are accompanied by a tourism-police escort for the duration of the trip. Applicants must hold a passport valid at least six months with a blank page, prove sufficient funds (commonly stated as around USD 1,000 / 1,000+ LYD equivalent), and have no Israeli stamps or visas. Note that Libya's security situation is volatile and most Western governments advise against all travel; UAE travelers should monitor official advisories. Because sources conflict on the de jure Arab League waiver but converge on eVisa being the working channel, the conservative and accurate verdict is eVisa.
