Do UAE passport holders need a visa to visit KP?

UAE ordinary passport holders need a tourist visa for North Korea (DPRK), and it can only be arranged through an authorized tour operator as part of a guided group or arranged-independent tour. As of 30 May 2026, North Korea remains effectively closed to general international tourism (only Russian nationals are being admitted), so no tourist visas are currently being issued in practice. There is no visa-free, eVisa, ETA, or self-service visa-on-arrival channel for a United Arab Emirates ordinary passport holder going to North Korea. Tourism is permitted only on a state-approved guided tour booked through an authorized operator, which liaises with the Korea International Travel Company (KITC) and a DPRK embassy/consulate to obtain the visa. The visa is typically issued as a separate paper tourist card (not a passport sticker) and handed to travelers at a pre-tour briefing in China or Russia before entry. Independent travel is not allowed. South Korean and US passport holders cannot obtain DPRK visas at all; UAE nationals are eligible in principle. Critically, as of 30 May 2026 North Korea has not reopened to general international tourism: the Rason Special Economic Zone reopened briefly in February 2025 but closed again on 5 March 2025, and since then only Russian citizens are admitted under a bilateral arrangement. No official reopening date for other nationalities has been announced, so a UAE traveler cannot currently obtain a tourist visa or enter, and should monitor authorized operators and DPRK channels for changes. Given the lack of any confirmed no-visa channel and an unstable, frequently changing entry policy, the conservative and accurate verdict is visa-required.
