Treat Jamaica as visa-required for UAE ordinary passport holders unless PICA, a Jamaican mission, and the airline confirm otherwise. PICA's current entry visa list says United Arab Emirates: Visa required, even though a 2019 MFAFT notice described a future/interim visa-on-entry arrangement. As of 18 June 2026, the safest operational answer for a UAE ordinary passport holder traveling to Jamaica is to obtain a Jamaican visitor visa before travel. Jamaica's Passport, Immigration and Citizenship Agency (PICA) entry visa requirements page, last updated 19 July 2023 and still hosted as the current operational list, states UNITED ARAB EMIRATES: Visa required. It does not add the 'visa may be obtained at the port of entry' language that appears for some other countries. A 2019 Jamaica MFAFT notice announced a Jamaica-UAE visa-waiver agreement and said UAE passport holders would receive a visa on entry pending Jamaica implementing an online visa system, while diplomatic and official passport holders would not need visas. Because the current PICA operational list has not incorporated a UAE ordinary-passport visa-on-entry exception, relying on visa on arrival creates a real denied-boarding or arrival-refusal risk. The page is therefore classified as visa-required, with a note to confirm directly with PICA/a Jamaican mission if trying to rely on the 2019 arrangement. PICA's fee page lists a US$100 port-of-entry visa fee and a US$350 fee for persons at the port of entry who should have obtained an Entry Visa before arrival, which reinforces the risk of arriving without prior authorization. All arriving passengers must also complete Jamaica's Electronic Immigration and Customs Declaration (C5) through the official Enter Jamaica channel.
