Do UAE passport holders need a visa to visit Egypt?

No visa needed. UAE (Emirati) ordinary passport holders enter Egypt visa-free for tourism for up to 90 days. As citizens of a Gulf Cooperation Council (GCC) member state, holders of an ordinary United Arab Emirates passport do not need a visa to visit Egypt for tourism or short visits. They are granted visa-free entry for stays of up to 90 days per visit at all Egyptian air, land and sea ports of entry. No advance application, eVisa or visa-on-arrival fee is required. The only requirements are a passport valid for at least six months beyond the date of entry, proof of onward/return arrangements and, if requested, evidence of accommodation and sufficient funds. Important: this benefit applies to UAE nationals only. Expatriate residents of the UAE who hold a non-GCC passport must follow the visa rules of their own nationality (eVisa, visa on arrival, or a consular visa, depending on passport). For stays beyond the permitted period, travelers should apply for an extension at the local Egyptian passport/immigration office before the visa-free period expires.
