Andorra to Turkmenistan visa requirements

Andorran (AD) ordinary passport holders need a visa to enter Turkmenistan for tourism. A tourist visa requires a Letter of Invitation (LOI) arranged through a licensed Turkmen travel agency and certified by the State Migration Service of Turkmenistan. With that certified LOI, the visa may be obtained at a Turkmen embassy or on arrival at Ashgabat International Airport; it is not a walk-up visa without pre-approval. As of 17 June 2026, an Andorran ordinary passport does not qualify for visa-free entry or an operational e-visa route for Turkmenistan tourism, so a visa and a certified Letter of Invitation (LOI) are still required. The defining feature of Turkmenistan's tourist visa is the mandatory LOI: a Turkmen-licensed travel agency requests it on your behalf and it must be certified by the State Migration Service of Turkmenistan (SMST). The certified LOI is valid for 3 months from its issuance date, and agencies typically require you to book a tour package to obtain visa support. Once you hold the LOI, you can submit the visa application (form, photo, passport valid at least 6 months, passport copy, fees) to a Turkmen embassy or consulate, or obtain the visa on arrival at Ashgabat International Airport by presenting a valid passport and the original or photocopy of the SMST-certified LOI. Tourist visas are commonly issued for short single-entry stays. The airport-on-arrival channel is therefore a pre-certified LOI route, not a walk-up visa without prior approval; an embassy visa remains the lower-risk choice when timing and routing allow. Note: Turkmenistan announced a reform on 18 April 2025 to introduce electronic visas and abolish the LOI requirement, but as of mid-2026 the e-visa types, issuance procedure, and validity remain undefined and not operational, so travelers must continue to use the LOI-based process. Turkmenistan is not in the Schengen area, so the 90/180 rule and ETIAS do not apply. Travelers should plan a 6-8 week lead time given LOI processing.

Clarified Turkmenistan visa-on-arrival channel
Updated Turkmenistan guidance after checking official Turkmenistan Embassy and U.S. State Department sources: a visa may be obtained on arrival at Ashgabat International Airport, but only with a valid passport and original or photocopy of an LOI certified by the State Migration Service of Turkmenistan. This is not a walk-up route without pre-certified LOI support.

AD to Turkmenistan route verified
Confirmed against the Turkmenistan visa policy overview and Turkmen embassy (London and Washington) consular pages: Andorran ordinary passport holders require an embassy tourist visa with a mandatory, SMST-certified Letter of Invitation. The announced 2025 e-visa/LOI-abolition reform remains non-operational as of this date.
/09 — The questions

Frequently asked

Can Andorrans get a Turkmenistan visa on arrival?
Yes, but only with pre-approval. Official embassy guidance says a visa can be obtained on arrival at Ashgabat International Airport if you present a valid passport and the original or photocopy of a Letter of Invitation certified by the State Migration Service of Turkmenistan. It is not a walk-up option without that LOI.
