Andorra to Rwanda visa requirements

Andorran ordinary passport holders need a Rwanda visitor visa, but Rwanda grants visas on arrival to citizens of all countries. Because Andorra is a La Francophonie member, the single-entry 30-day visitor visa is free of charge; the optional multiple-entry visa remains USD 70. Rwanda allows citizens of all countries to obtain a visa on arrival without prior application. Andorra is a member of La Francophonie, and Rwanda's official immigration guidance says citizens of African Union, Commonwealth and La Francophonie member countries can get free visas upon arrival for a 30-day visit. The Rwanda DGIE V1 Holiday/visitor visa page also states the single-entry visitor visa is USD 50 but free of charge for nationals of countries with visa-waiver arrangements including African Union, Commonwealth and La Francophonie; the multiple-entry option remains USD 70. Therefore Andorran nationals should be treated as eligible for the free 30-day single-entry visitor visa on arrival, not as mandatory USD 50 payers. The same visa can also be applied for online in advance through the official Irembo portal (irembo.gov.rw), with online applicants able to pay online or upon arrival if a fee applies. Because the visa-on-arrival channel is available to Andorrans without any pre-approval requirement, the route is classified as visa-on-arrival; the online eVisa is an optional convenience. A passport valid for at least six months and proof of yellow fever vaccination (if arriving from or transiting an endemic area) are required. Rwanda is in East Africa and is not part of the Schengen area, so no Schengen 90/180 rule or ETIAS applies.
