Andorra to Russian Federation visa requirements

Andorra ordinary passport holders do NOT need a visa for short tourist stays in Russia. Under a bilateral visa-waiver agreement, they may stay visa-free for up to 90 days within a 180-day period. Russia's ruID process is an experimental pre-entry application/digital-profile workflow for visa-free foreigners, not a pre-arrival QR code that must be shown at the border. Andorra and Russia have a mutual visa-waiver agreement allowing ordinary passport holders of either country to travel visa-free for short stays. An Andorran tourist can enter Russia and stay up to 90 days within a 180-day period without any visa or eVisa. Russia is not part of the Schengen Area, so the Schengen 90/180 rule and ETIAS do not apply here. Since 30 June 2025 Russia has been running an experimental ruID / Gosuslugi workflow for visa-free foreign visitors: travelers can submit an entry application through the mobile app, normally 72 hours before entry (4 hours for urgent humanitarian cases), with simplified biometrics and trip details. Official MinTsifry clarification says the absence of a pre-filled entry application or QR code is not a ground for border officers to impose an entry ban, and the QR code is formed in the app after border crossing for use inside Russia together with the identity document. There is no government fee for the visa-free entry or ruID workflow. A passport valid at least 6 months beyond the planned departure date is expected, and on arrival travelers complete a migration card; stays of more than 7 working days in one place require local migration registration, normally handled by the hotel. Because the underlying entitlement is a bilateral waiver, Andorra is specifically excluded from Russia's separate paid unified eVisa scheme - Andorrans do not need and cannot use the eVisa for short visits.
